Climate Finance Coordination

Climate Finance Coordination is the responsibility of the Ministry of Finance Planning and Economic Development (MoFPED) which manages the various stakeholders in the financing of Climate Change actions in Uganda as provided in the Public Finance Management ACT, 2015 & National Climate Change Bill, 2020. The MoFPED is the National Designated Authority (NDA) for the Green Climate Fund and other Climate Change Funds.

National Designated Authority (NDA) 

The operations of the NDA are guided by principles set by the GCF Board in alignment with National Development Priorities. The structure is of a multi-stakeholder nature, composed of representatives from relevant government Ministries, Departments and Agencies (MDAs), Civil Society Organizations (CSOs), private sector and academia, in line with the GCF guidelines.

MoFPED is supported by an Inter-Ministerial Steering Committee (ISC) composed of twelve members. The ISC serves in an advisory role providing policy guidance and ensuring that there is a country driven approach in the climate finance space. 

The ISC consists of a Technical Sub-Committee (TC) which is appointed as and when required and its chair and members will depend on the issues/subjects to be discussed. The major role of the TC is to provide technical inputs and guidance to the ISC, the NDA and other stakeholders on matters related to the climate change finance in general and accessing Climate finance. The TC is not a permanent feature of the governance structure and will be set up as and when needed with Membership selection depending on the subject matter to be handled.
